The Labor and Commerce Committee considered SENATE BILL                        
NO. 358 "An Act relating to the existence and functions of certain             
multimember state bodies, including boards, councils, commissions,             
associations, or authorities; and providing for an effective date" and         
recommended the State Affairs Committee Substitute offered on page
